2013年10月4日，中国国民党荣誉主席连战偕夫人连方瑀亲切会见了中国文联党组副书记、副主席，海协会书画交流分会高级顾问覃志刚等一行。连战首先对覃志刚来台湾举办首次大型水墨书画展表示热烈欢迎。他表示，经济合作是手牵手，文化交流才是心连心。两岸文化系同根同源，同属中华文化。两岸当前正值和平发展的黄金时期，正是促进两岸人民相互理解，相互尊重，相互学习，共同增强中华文化复兴的力量，促进两岸文化的共同繁荣，两岸民族的共同发展之重要时刻，覃志刚来台湾举办展览为两岸文化交流起到了一定的积极意义，应该给予高度肯定和赞扬，希望他为两岸的文化交流做出更大的努力。
On October 4, 2013, Lianzhan, Honorary Chairman of Nationalist Party of China, together with his wife named Lian Fangyu met with Qin Zhigang, Deputy Secretary and Vice President of the Party Group of China Federation of Literary and Art Circles (CFLAC) and Senior Consultant of the Painting and Calligraphy Communication Branch of Association for Relations Across the Taiwan Straits (ARATS). Lian Zhan warmly welcomed Qin Zhigang to hold the first large ink painting and calligraphy exhibition in Taiwan. He said: “The economic cooperation is hand in hand and the cultural exchange is heart to heart. The cross-strait cultures have the same source and roots, which are Chinese cultures. Taiwan and Mainland China are in the golden period of peaceful development and at an important moment for promoting the mutual understanding, respect and learning of cross-strait people, jointly strengthening the power of Chinese culture renaissance and promoting the mutual prosperity of cross-strait culture and mutual development of Taiwan and Mainland China. The exhibition of Qin Zhigang in Taiwan plays certain positive role in promoting the cross-strait cultural exchange, so Qin Zhigang should be highly affirmed and praised, hoping that he can make great efforts to the cross-strait cultural exchange.

       中国文化人物（主编 王保胜）党的十八届三中全会通过的关于全面深化改革若干重大问题的决定，对各个领域的改革发展作出了系统部署，提出了具体任务，对两岸经济文化交流合作产生重大影响，提供新的发展机遇。在两岸文化等领域的交流与合作方面，决定中有关推进文化和社会事业改革创新的内容，与包括台湾同胞在内的广大民众利益息息相关，将为两岸文化产业合作，以及台湾民众来大陆发展事业提供更为广阔的空间、更多的机遇。
      The decision about comprehensively deepening reform of several great problems passed in the Third Plenary Session of the 18th Central Committee of the Communist Party of China provides systematical deployment for reform and development of each field, proposes specific tasks, imposes great influences on economic and cultural exchange between Taiwan and mainland and provides new development opportunities. In the aspect of exchanges and cooperation in the fields of culture and others, the decision involves the contents about driving reform and innovation of culture and social undertaking, which is closely related to the interest of vast people, including Taiwan compatriots. Thus, the decision will provide wider space and more opportunities for culture industrial cooperation between Taiwan and mainland and Taiwanese people to develop in mainland.
      在两岸交流中，经济是主力，是两岸关系的基础；文化则是润滑剂，为经济运行提供了良好环境。两岸同为炎黄子孙，共同的文化是把两岸人民永远联结的最坚实纽带，是两岸人民交往的最牢固根基，是两岸共同发展的最坚定动力源泉。文化交流和文化认同是两岸和平发展的核心因素，文化的链接是增强两岸同胞国家民族认同感的关键问题，如果文化的交流，文化链接没有进一步深化的话，两岸交往向纵深发展是不可能实现的。
      During the exchange between Taiwan and mainland, the economy is the main force and the foundation of the relationship between Taiwan and mainland. Culture is the lubricating agent and provides good environment for economic operation. People in lubricating agent are Chinese descendants. The common culture is the strongest bond connecting the people in Taiwan and mainland, the firmest root for the people in Taiwan and mainland to people in Taiwan and mainland and the firmest power source for joint development of Taiwan and mainland. Cultural exchange and cultural identity are core factors of peaceful development of Taiwan and mainland. Cultural linkage is the key problem to enhance national sense of identity of compatriots in Taiwan and mainland. If cultural exchange and cultural linkage are not further deepened, it is impossible for the contact between Taiwan and mainland to develop both in scope and in depth.
      随着两岸关系发展的逐步深入，两岸文化交流也成为两岸关系发展的重点目标。共同继承和弘扬中华文化优秀传统，开展各种形式的文化交流，使中华文化薪火相传、发扬光大，以增强民族意识、凝聚共同意志，形成共谋中华民族伟大复兴的精神力量是两岸文化往来的基本价值，也为深化两岸关系和平发展夯实思想基础、提供精神支撑。两岸文化交流与合作有利于构筑互利双赢、共同发展的平台，增进两岸同胞的相互了解，促进两岸同胞携手做强中华民族文化产业、提升中华文化的影响力和竞争力。   
      As the relationship between Taiwan and mainland develops deeply, cultural exchange between Taiwan and mainland also becomes the key target of relationship development of Taiwan and mainland. To jointly inherit and carry forward excellent traditions of Chinese culture, carry out various types of cultural exchanges, inherit and carry forward Chinese culture, enhance national awareness and gather common will and form the carry forward to seek for great rejuvenation of Chinese nation is the basic value of cultural contact between Taiwan and mainland. Meanwhile, these tamp ideological basis and provide spiritual support for deepening peaceful development of the relationship between Taiwan and mainland. Cultural exchange and cooperation between Taiwan and mainland are beneficial to constructing a win-win platform for common development, enhancing mutual understanding, promoting the compatriots in Taiwan and mainland to make culture industry of Chinese nation strong and boosting influence and competitiveness of Chinese nation.
       中华民族最伟大的梦想就是实现中华民族的伟大复兴，大陆和台湾是休戚与共的命运共同体。加强文化产业交流与合作，符合两岸人民的根本利益和时代主流，有利于增强国家凝聚力和自豪感。从文化发展角度来看，文化是交往的工具，文化是传递文明、促进社会发展的载体。完全封闭的文化不利于文化的创新与发展。加强两岸文化交流与合作，符合文化发展规律，符合时代潮流和两岸同胞的根本利益。中华文化是包括台湾同胞在内的全国各族人民共同创造的，它哺育了一代又一代的中华儿女。把中华传统文化发扬光大，可以增强民族自信心、自豪感和自尊性，这是两岸同胞共同的历史使命和责任。因此实现“中国梦”是包括台湾同胞在内所有中华儿女共同的梦想，也是两岸同胞共同奋斗的目标，两岸同胞应该手拉手，肩并肩，心连心，努力奋斗，建设我们共同美好的幸福家园。中华文化艺术是中华民族智慧的体现，也是两岸共同的精神财富，两岸的艺术家有义务将其代代传承下去，并发扬光大，使它们在世界艺术领域散发出夺目的光彩，实现中华民族的伟大复兴。
      The greatest dream for Chinese nation is to realize great rejuvenation of Chinese nation. The mainland and Taiwan are a common destiny. Enhancement of cultural exchanger and cooperation accords with the fundamental interests of the people in Taiwan and mainland and the mainstream of the times, contributes to enhancing national cohesive force and the sense of pride. From the perspective of cultural development, culture is the too for contact and the carrier to transmit civilization and promote social development. Completely closed culture is not beneficial to cultural innovation and development. To reinforce cultural communication and cooperation between Taiwan and mainland accords with cultural development law, the trend of the times and fundamental interests of the compatriots in Taiwan and mainland. Chinese nation is jointly created by people of all ethnic groups including Taiwan. It fosters generations of Chinese people. To carry forward Chinese traditional culture can enhance national self-confidence, sense of pride and self-esteem. This is the common historical mission and duty of the compatriot in Taiwan and mainland. Therefore, to realize “China Dream” is the common dream of all Chinese people including Taiwan compatriots and is also the common struggling objective of the compatriots in Taiwan and mainland. The compatriots in Taiwan and mainland should make arduous efforts hand in hand and shoulder to shoulder to construct our common, beautiful and happy home. Chinese culture and art reflect the wisdom of Chinese nation and also the spiritual wealth commonly owned by Taiwan and mainland. The artists in Taiwan and mainland have the obligation to inherit and carry forward Chinese culture and art so as to make them throw off eye-dazzling color in the art field in the world and to realize great rejuvenation of Chinese nation.
      加强两岸文化产业交流与合作，有利于增强民族认同感、增进两岸同胞的感情、维护民族团结。文化在民族认同、国家认同中发挥着十分重要的作用，文化认同是民族认同和国家认同的前提和基础。两岸文化同根同源，共同的文化根源，是两岸文化交流的内在精神动力，是民族团结，实现和平统一的精神财富。加强两岸文化的交流与合作，可以深化两岸同胞的了解和理解，可以密切两岸同胞的感情，逐步建构起共同的新中华文化，形成两岸新的共同的文化认同，有利于增进民族认同，增强民族团结，是实现两岸和平发展的现实需要。
      Reinforcement of cultural exchange and cooperation between Taiwan and mainland contributes to enhancing the sense of ethnic identity, promoting the emotion of the compatriots in Taiwan and mainland and maintaining national unity. Culture plays an important role in ethnic identity and national identity. Cultural identity is the precondition and foundation of ethnic identity and national identity. The culture of Taiwan and mainland has the same root and source. The culture is internal intellectual impetus of cultural exchange and spiritual wealth of national unity and peaceful reunification. Enhancement of cultural exchange and cooperation between Taiwan and mainland can deepen understanding and comprehension of the compatriots in Taiwan and mainland and make the emotion of the compatriots become intimate, gradually construct common new Chinese culture, form new and common cultural identity and contribute to enhancing ethnic identity and enhancing national unity. It is realistic need to achieve peaceful development of Taiwan and mainland.  
      党的十八届三中全会及审议通过的《中共中央关于全面深化改革若干重大问题的决定》明确提出了“扩大对香港特别行政区、澳门特别行政区和台湾地区开放合作”。可以说，中央已将对台港澳的开放与合作，列为国家整体范围内不同治理区域之间的经济合作新重点，这是一个新的政策亮点。在两岸经济合作方面，随着改革的不断深入，在平等参与市场竞争、开放市场准入、科技创新扶持、知识产权保护等方面，台湾投资者将进一步享受改革红利，在更好的环境中持续健康发展。加强文化产业交流与合作，有利于实现经济交流与文化交流的互补，促进两岸关系的和平发展。经过多年两岸同胞的交流交往，两岸的经济结合和利益的融合已经十分广泛和深入，也得到了两岸同胞的普遍认同和支持。如何谱写扩大两岸经济开放与合作新篇章，是海峡两岸共同努力的目标。在经贸交流取得显著成效的同时，经贸与文化不可分割。经贸交流主要以利益为取向，并不能自动转化为上层的意识形态，难以影响到深层次的认同感、信仰和价值观。所以文化交流也将扮演着重要的角色，发挥着重要功能。尤其在文化产业大发展的今天，两岸文化交流合作将对两岸经贸文化、民众思想情感等产生不可忽视的影响。在两岸经贸关系已取得较大进展的形势下，我们应着眼巩固深化两岸关系和平发展的需要，大力推动两岸文化交流合作这一项长远的系统工程，为两岸关系和平发展提供精神支撑和思想活力。
      The decision about comprehensively deepening reform of several great problems passed in the Third Plenary Session of the 18th Central Committee of the Communist Party of China explicitly proposes “expansion of open cooperation in Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan region”. It can be said that the Central Committee of the Communist Party of China has listed openness to and cooperation with Taiwan in the new emphasis of economic cooperation among different governance regions. This is a new policy lightspot. In terms of economic cooperation between Taiwan and mainland, as the reform deepens continuously, Taiwan investors will further enjoy reform bonus and continuously develop in a better environment in the aspects of equal participation in market competition, opening to market access, technological innovation support and intellectual property protection. Reinforcement of cultural exchange and cooperation contributes to achieving complementation of economic communication and cultural exchange and promoting peaceful development of the relationship between Taiwan and mainland. Through communication and contact for many years, economic combination and interest fusion between Taiwan and mainland have become very extensive and deep and also gain the general approval and support of the compatriots in Taiwan and mainland. How to compose the new article for economic openness and cooperation in Taiwan and mainland is the common objective of Taiwan and mainland. When economic and trading exchange gains outstanding achievements, economy, trade and culture are inseparable. Economic and trading exchange is mainly oriented to interests and cannot automatically transform to superior ideology. So, it is difficult to influence deep-level sense of identity, faith and values. Therefore, cultural exchange will play a significant role and give play to important functions. In particular when culture industry develops greatly, cultural exchange and cooperation between Taiwan and mainland will impose significant influences on economy, trade, culture as well as thoughts and emotions of the people. Under the situation where economic and trading relations between Taiwan and mainland have achieved great progress, we should focus on consolidating and deepening the need of peaceful development of the relationship between Taiwan and mainland, greatly drive cultural exchange and cooperation and provides spiritual support and ideological vigor for peaceful development of the relationship between Taiwan and mainland.
